Students are required to pay tuition and fees upon receipt of e-billing notification either in cash, check, MasterCard, Discover or Visa, or through a deferred payment plan. Deductions will be made under various state and federal financial aid programs.
Electronic bills (eBills) are the exclusive billing method for all Buffalo State student account balances. Paper bills are not mailed to students. Students may print a statement from the link in Banner self-service, if needed. All e-billing notifications will be sent to your Buffalo State student email address.
If you officially drop courses during Drop/Add, or process a course withdrawal, leave of absence, or withdrawal from college through the Registrar's Office, you may be entitled to a refund or tuition/liability decrease. Refunds will be processed in accordance with SUNY approved policies. Official date of withdrawal is determined by the date the withdrawal form is received and stamped by the Registrar's Office or the date you process a course drop/ course withdrawal via Banner student system. Refer to financial liability term deadline dates below for further information.

Please note, the tuition rate for a non-resident student will initially show as out-of-state tuition on your account. Once Student Accounts verifies that a student has met online tuition eligibility (typically after 100% liability date), the tuition rate will be adjusted to reflect appropriately.

Mandatory Fees
College Fee
This fee finances the operating budget. All units of the state university system collect this fee. This fee is a non-refundable fee.

Health Fee
This fee was increased for 20/21 and approved through the student broad based fee process. Buffalo State’s Health Fee supports services both on campus and remote, including health and counseling services, health promotions, nutrition counseling, and programs that maintain compliance with state regulations. These services are available to every student, whether in person or remote, and telehealth options are available for students outside the Western NY area. For this reason the Health Fee is not eligible for waiver. Students are encouraged to make the most of the services provided by the Health Fee. Technology Fee
This fee is approved through the student broad based fee process. The technology fee provides many services to help students succeed and get the most from their education. SUNY campuses are authorized to establish a technology fee as part of a comprehensive funding plan to build and maintain an infrastructure offering students the highest quality learning environment, and may be used to address specific technology needs such as:
- Computing and information technology (i.e., smart classrooms, distance learning offerings, Wi-Fi, high-speed internet connection)
- Student Information Systems - Banner, Degree Works, Blackboard Learn and Collaborate, Bengal Success Portal to support:
- course registration;
- billing statements with online payment options;
- real-time access to degree plans to view progress towards graduation;
- online course delivery;
- online course portal to manage class activity;
- online appointments with advisers, instructors, and tutoring centers;
- Software for students, including Microsoft Office, Taskstream E-portfolios , SPSS, SAS, Mathematica, Adobe, as well as for student support offices such as Financial Aid Scholarships and Career Development systems;
- Library electronic resources and databases;
- Public computer labs;
- Networking infrastructure, remote network access, enterprise software and advancements in technology integration ;
- Updates to technology for classrooms, student computer labs and enhanced multi-media learning spaces;
- Equipment such as scanners, digital cameras, iPads and assistive technology for student computer labs; and
- Student assistants to help provide technology support.

This fee supports funding requests for research & scholarship; managed by the Graduate Student Association.

The non-resident online tuition rate is charged to students taking courses in exclusively online academic programs. This rate is applicable only to programs (not individual courses) that have been previously approved as “exclusively online” by the Provost’s Office, and registered as such by the New York State Education Department in distance education format. Students who are considered non-resident (out-of-state), and enrolled in online courses are not eligible for the “online only rate” if they are not matriculated in one the programs designated as “exclusively online” by both the University Provost, and the New York State Education Department. Students studying remotely (enrolled in one or more online course) who are not matriculated in an “exclusively online program” will be assessed the standard tuition amount relevant to their residency (i.e., in-state or out-of-state).
Fee Waiver Eligibility for Fall 2024
Broad-based fee waivers are granted for Buffalo State students who meet one of these conditions:
(1) those who are enrolled in study abroad;
(2) those who reside outside of Erie and Niagara counties and are enrolled exclusively in online courses; or
(3) those who reside outside of Erie and Niagara counties and are participating exclusively in off-site internships, master’s projects, student teaching curricula, or similar that never meet on campus.
Please note that courses taught via remote instruction are not considered online courses and, therefore, are not eligible for broad-based fee waivers. Those enrolled in remote instruction classes are not eligible for fee waivers.
Fees subject to waiver are the athletics and transportation fees. Fee waivers are not automatic.
The International and Exchange Programs Office performs the fee waiver application process on behalf of study-abroad students; all other students seeking fee waivers must apply for them each term or semester via Banner, SUNY Buffalo State's integrated student information system.
Inquiries about health fee waivers should be directed to the Weigel Health Center. The Health Center will notify the Student Accounts Office of any necessary adjustments.
Summer session is deemed one semester for consideration of broad-based fee waivers.
Application Deadlines
For Fall 2024, students may apply for fee waivers from July 29, 2024, through September 9, 2024.
Applying for a Waiver
Fee waivers are not automatic. Students must apply for them as follows:
- The International and Exchange Programs Office performs the fee waiver application process on behalf of study-abroad students.
- All other students seeking fee waivers must apply for them each term or semester. Students should apply via Banner, Buffalo State's integrated student information system. Students may apply for a fee waiver until one week after the drop/add deadline for each term or semester.
To apply, please log in to Banner, then go to Student > Student Account. Click on "Broad-Based Fee Waiver Requirements" and follow the application instructions.
If a waiver application is approved, a refund will be processed within six weeks after the drop/add period has ended. If a waiver application is denied, an e-mail notification will be sent within six weeks after the drop/add period has ended.
